Joint Complementary Mechanism for Sustainable Reintegration in Brazil (SURE)

O Que É

This project aims to contribute to a more informed and sustainable reintegration process in Brazil, through a joint complementary model. It reinforces and complements the support provided by existing IOM’s Assisted Voluntary Return and Reintegration programs implemented in Portugal, Belgium and Ireland. By strengthening the connection between pre-departure and post-arrival counselling. the project sets up a coordination and referral mechanism promoting a more sustainable reintegration for returning migrants in Brazil.

Based on returning migrants’ needs identified in host countries during the pre-departure counselling phase, it will be possible to refer them to local actors with relevant support programs in Brazil. The project focuses on the three main Brazilian States to which migrants have returned to in the past years, namely: Goiás, Minas Gerais and São Paulo. IOM Portugal is responsible for implementing and coordinating the project.

This project contributes to achieving the objective 21 of the Global Compact for Migration, which encourages governments to cooperate so as to facilitate a safe and dignified return (…), as well as a sustainable reintegration.

Principais Atividades

 

In Brazil

Map local state, non-state and private actors responsible for local policies, initiatives and programs beneficial for migrants returning to Goiás, Minas Gerais e São Paulo;
Create a referral network to support the reintegration of Brazilian returnees with local actors identified with the mapping exercise;
Organize a training of trainers for local actors part of the network on the specific needs of migrants returning to Brazil, with a focus on the psycho-social impact of the return process.

In Portugal, Ireland and Belgium

Organize awareness sessions for pre-departure counselors on the importance of providing information to migrants in advance through the project’s brochures, website, or MigApp;
Share the information gathered with the mapping exercise through brochures, MigApp and website during the pre-departure counselling phase and refer, when possible and adequate, migrants to local initiatives identified in the states of return..

In Brazil, Portugal, Ireland and Belgium

Create a coordination and referral mechanism between host countries and local actors in Brazil, tailored to migrants’ specific needs;
Create a working group bringing together experts from Brazil, Portugal, Belgium and Ireland to discuss and analyze the project, share good reintegration practices and recommendations for future initiatives in this and in other contexts.

Monitorização e Avaliação

Effectiveness of the referrals to local actors in the country of origin, when that occurs;
Gather feedback from local actors in Brazil regarding the training of trainers and the awareness sessions.
